The DMV does NOT notify you of expiration date.
You may renew your license at any time up to and including the expiration date (your birthday)
If you go beyond that date then you must start as a new driver and take the complete test.
Generally I would advise renewing your license about 15 - 30 days before the expiration date; that way, if there is a problem, you have some time to fix it. Just don't try to renew after it expires.
Under a few different categories of how to renew your license, the California DMV site below says 60 days before it expires.
Common sense would tell you to renew before the expiration date.
